(Chapter of Hell) is a title I took from a response I once received from Engineer Sheikh Rashid bin Abdul Rahman, Vice President of Muharraq, when we were discussing together the young players and his vision that the federation’s implementation of FIFA laws had opened the door to hell for them. And here is the football house putting its clubs in front of the fait accompli.
• The Federation has addressed the clubs that it is continuing to implement Article (19) of the Player Status and Transfer Regulations for the year 2023, starting next October 27, which stipulates that “an amateur player who has reached 21 years of age may transfer his professional status to any club, inside and outside Bahrain, without approval from the club.” his current club.
• I believe that the clubs that have people who are good at reading the regulations (warned) that (the gates of hell) would open; And in it
This is dangerous for her, so she hastened to create a petition (rejection), knowing that the Football House applies the rules and regulations of (FIFA), so she asked to postpone the decision, even though the federation is organizing its rules and regulations to get closer to true professionalism!
• Which means that it must forget the 2015 regulations, which were talking about the player when he reaches the age of (28) years, and which it previously met with objections to. International law places the player when he reaches (18) years of age under his own responsibility, and our federation is (more compassionate) and its position. At 21 years old, she can protect herself early.
• Of course, international law did not ignore the protection of the clubs that created the player, as the law protects them internationally by calculating (10%) of the value of each contract, even after five transfers, which returns to the parent club (under the authority of Sheikh Al-Muhandis); This is what the Football House must clarify matters for the clubs so that they know the controls of such transfers.
• Certainly, the Football House does not want its clubs to be late in understanding and knowing the progression of professionalism and the financial benefits of transfer controls. But it must be protected more through detailed explanations by specialists in this regard. It is not necessary to issue regulations and leave them ambiguous, or under explanation by those who are not specialists or those who are not knowledgeable.
• We should not issue regulations and leave them (loose) without explanation and (for gossip). It would be preferable if the clubs were invited to a session that was governed by the law and through which all the controls related to Article (19) of the players’ status and transfer regulations for the year 2023 were explained, and that attendance be at the level Those with decision-making and administrative and technical understanding!
▪︎ I am confident that the Football House will work to close (the door to hell) given that it works in the interest of the clubs and does not want confusion in its competitions or a distraction in the understanding of the regulations with which it is trying to keep up with international laws, because the current confusion does not serve the implementation of the law according to what the union’s officials hope. Which leads to the clubs’ cooperation and benefit
